The Rossmoor Dog Park Club/Rossmoor 4 Paws (RDPC/R4P) is a Rossmoor Walnut Creek–sanctioned community resource organization and social club. It was formed to support, educate, and enhance the lives of all pets and pet owners within the Rossmoor community. While officially recognized, RDPC/R4P operates independently and holds no legal, regulatory, or enforcement authority.
Purpose and Structure
The purpose of RDPC/R4P is to provide a comprehensive network of care, connection, education, and rescue advocacy for Rossmoor residents. This includes maintaining ongoing stewardship of the dog park environment. The organization is governed by an elected 3-member Leadership Team, supported by a network of active members and volunteers.
Membership, Dues, and Allocation
Membership is open to all Rossmoor residents who support the organization’s mission. Annual dues are $20 per member.
To cement our commitment to animal welfare, the majority of all income from dues and merchandise sales is donated directly to local senior animal rescues and shelter services. The remaining balance is utilized for local organizational operations and community resources.

Meetings & Events
Membership and educational events designed to promote responsible pet care and safety will be held at least quarterly. Special meetings may be scheduled as needed.
Amendments & Charter Changes
Any proposed major changes to the RDPC/R4P Charter, Mission, or Governance Policies & Procedures (GPP) require a simple majority of the total member votes cast to be approved.
Legal Status and Liability
The Rossmoor Dog Park Club/Rossmoor 4 Paws is an unincorporated association and not a separate legal entity. It functions strictly as a sanctioned community resource focused on education, engagement, and advocacy.
The organization does not possess regulatory authority and is not responsible for the behavior of individual pets, owners, or dog park users. Participation in any event or facility is voluntary and at the individual's own risk. Serious public safety or behavioral concerns must be reported directly to Rossmoor Security or the Walnut Creek Police Department.
