🔷Rossmoor Dog Park Club Charter


Name and Affiliation

The Rossmoor Dog Park Club (RDPC) is a Rossmoor Walnut Creek–sanctioned advisory and social club formed to enhance the experience of dog park users in the Rossmoor community. While officially recognized, RDPC operates independently and holds no legal or regulatory authority.

Purpose and Structure

RDPC’s purpose is to help maintain a safe, friendly, and well-managed dog park environment. The Club is governed by an elected board consisting of a President, Treasurer, and Secretary, supported by a network of active members and volunteers.

Membership and Dues

Membership is open to all Rossmoor residents who support the Club’s mission. Annual dues are $20 per member. As of this posting, RDPC includes 75 active members representing approximately 100 dogs.

Meetings and Governance

General member meetings are held at least quarterly, with special meetings scheduled as needed. The Board is responsible for managing Club activities, business, and finances.

Legal Status and Liability

RDPC is an unincorporated association and not a separate legal entity. It is a Rossmoor Walnut Creek–sanctioned social club focused on education, engagement, and community support.
The Club does not have enforcement authority and is not responsible for the behavior of park users or their dogs. Participation is voluntary and at your own risk.
Serious concerns should be reported directly to Rossmoor Security or the Walnut Creek Police Department.

The mission of the Rossmoor Dog Park Club is to build a respectful, inclusive, and engaged community of dog lovers. Our goal is to support and maintain a dog park environment that reflects:

> Responsible dog guardianship
>Ongoing care and enhancement of park facilities
>Positive and inclusive social interaction among park users

Our Core Goals

>Encourage responsible care, training, and behavior of all dogs
>Work with Rossmoor Walnut Creek and local services to ensure a safe and welcoming park
>Educate the community on good dog park etiquette and responsible use

Our members lead by example and follow these guiding principles:

> Commitment – Prioritize your dog’s lifelong health and happiness
> Nutrition – Provide a balanced diet and clean, fresh water
> Exercise & Stimulation – Keep your dog active and mentally engaged
> Healthcare – Stay current on vet visits, vaccines, and grooming
> Training & Socialization – Promote good behavior and healthy interaction
> Safety – Keep your dog secure, supervised, and properly identified
> Love & Companionship – Give your dog attention, kindness, and affection
> Respect for Others – Pick up after your dog, control barking, and be courteous

Governance – Policies & Procedures

Purpose 


The Rossmoor Dog Park Club (RDPC) is a Rossmoor Walnut Creek–sanctioned, member-supported, volunteer-led organization dedicated to promoting a safe, friendly, and well-maintained environment for dogs and their human companions.


General Membership Granted Authority

  • The day-to-day business of the Club shall be managed by a membership-elected Board of Governors consisting of at least three members. Each member shall be entitled to one vote on each issue.
  • The Board of Governors shall be elected by the membership from a slate of members in good standing. 
  • Each Board Member is elected to a two-year term of office.
  • Board Members may serve consecutive terms if re-elected.
  • A Board Member may be removed at any time as follows:

                    > Upon submission of a petition signed by two-thirds (2/3) of members in 

                     good standing requesting a membership vote for removal.

                    > A successful removal vote requires a simple majority (51%) of total

                       votes cast.

  • Any and all proposed major changes to the RDPC Charter, Mission, or Governance – Policies & Procedures (GPP) require a simple majority of the total member votes cast.


Voting Protocols

  • Membership votes may be conducted using any combination of the following methods:

                       >Email ballots

                       >U.S. Mail (paper ballots)

                       >In-person paper ballots cast at an official member meeting

                Members shall receive at least 14 days advance notice of any 

                 membership vote.

  • Pre-vote advisories shall include full details of the issue(s) and/or the candidate slate and their statements.
  • All ballots—whether submitted by email, mail, or in-person—will be visible and identifiable.
  • Ballots will be received, counted, and certified by at least two Board Members.
  • After tallying, verification, and Board acceptance of results, all ballots will be destroyed to preserve privacy.


Board of Governors (Board) – Scope and Responsibilities

  • Oversee and enforce compliance with the RDPC Charter, Mission, and Governance – Policies & Procedures.
  • Manage day-to-day Club operations.
  • Insure sound resource management, member engagement, and alignment with park rules.
  • Maintain a working relationship with Rossmoor Walnut Creek.
  • Manage membership relations and administration.
  • Make administrative, financial, and operational decisions as required.
  • Coordinate and manages Club communications, events, and partnerships.
  • Form ad hoc committees to assist with projects.
  • Conduct an annual election to select a Board Chairperson /“Pack Leader” 

  

NOTE:  Meetings may be held and  conducted in person, virtually (e.g., 

                       Telephone Conference Call - Zoom - FaceTime -  etc.).


Chair/Pack Leader -  Position Description: 

  • Setting Board Direction:The Chairman's primary role is to guide the board in establishing the club's goals, mission, and strategic direction. This involves facilitating discussions, soliciting input from all board members, and building consensus to ensure that the board moves forward with a unified vision. They act as a moderator, not a dictator, in these discussions.
  • Coordinating Responsibility Distribution:The Chairman is responsible for ensuring that the club's business is executed efficiently. This includes: Identifying the tasks that need to be accomplished (e.g., event planning, membership outreach, park maintenance, financial management).Working with the other board members to assign these tasks based on their skills, interests, and availability Following up on these assignments to ensure they are being completed in a timely and effective manner.
  • Leading Board Meetings:The Leader is typically responsible for preparing the agenda for board meetings and leading the discussions. They ensure that meetings stay on track, all agenda items are addressed, and every board member has an opportunity to contribute.
  • Representing the Board:The Leader may be the public face of the board, representing the club in communications with members, local authorities, or other organizations. When doing so, they are speaking on behalf of the entire board, not just themselves.
  • Conflict Resolution:When disagreements or conflicts arise among board members, the Chairman's role is to mediate and facilitate a resolution that is acceptable to the majority of the board.
